The Department of Telecommunications has proposed changes in cyber security rules aimed at reducing fraudulent activities related to mobile phone numbers. According to the new draft of cyber security rules filed on June 24, it has also been recommended to create a new platform for phone number verification. This platform will include all those who have a license for customer verification.
The inclusion of the MNV platform has been proposed by the Department of Telecommunications, this platform will help authorized entities and licensees to check whether the phone number being used by the user or the company is present in the database or not. The Department of Telecom has also mentioned the entities in the draft that use the number or transaction to verify the user. These entities are also called TIUE (Telecommunication Identifier User Entity).
How much will be charged?
The new rule proposes that if the entities are authorized by the state or central government, then Rs 1.5 will be charged for verifying per phone number. On the other hand, private entities will charge Rs 3 for the request of each number. However, it is still not clear who will pay the fee for mobile number verification. But there is a strong possibility that paying the verification charge can put a burden on your pocket.
The Department of Telecommunications has sought feedback from the concerned parties within 30 days of the release of the draft. The new rules are expected to give government-authorized agencies and law enforcement agencies the right to collect transaction details of individuals from non-telecom entities as well.
Banks have geared up.
If reports are to be believed, banks have already started testing the pilot project for the new mechanism. This mechanism will flag the numbers that have been used in any fraudulent activity in the past, not only this, but the flagged numbers will be deactivated for 90 days. After 90 days, the history will be deleted automatically so that it can be ensured that if the number is allotted to another user, then the user does not face any problem.
